  A good, well laid out circuit, with plenty of opportunities to shorten the circuit for use by multiple groups at once. There is a footbridge across the circuit at the mid point, close to the main building, which gives access to the other side of the circuit whilst events are taking place, thus avoiding having to walk across the circuit during a race.
  I was present as part of a British Cycling initiative to get people on bikes who would otherwise be put off by having to learn to ride on the road in traffic. This is a monthly event, which is very well attended - 350 participants on a very cold Sunday in January! This demonstrates how important these facilities are to the community as a whole and not just that part of it that races a bike.
